For the love of all that is holy, pre-judge costumes for craftsmanship! Having pre-judging allows you to touch base with the participants before the contest itself, make certain they know what's going on, and gives you a nice, up close, "laurel handshake" kind of look at the costume, often with reference material to compare it to. As entrants, the participants will be happier and less confused. As staffers, you'll be happier and more prepared for what the participants will do. As someone who's been on both sides, I can't stress this one enough.
Impose a time-limit for being on stage and make sure the entrants know about it. Averages from convention to convention hover around 3-5 minutes.
Also, I would like to add my support for the afore-mentioned outlining of judging criteria and methods before hand.
I also wasn't wild about the whole putting the entrants on the spot with a question thing, though that was probably just personal taste.
